As per the resolution of the department dated 26/08/2015: VABHD/10/2015/2624/C
1. Revision Application in Disputes against Punitive Orders The applicant can file revision application against the punitive orders passed by the Appellate Authority before the State Government in the Department of Food, Civil Supplies and Consumer Affairs. Such revision application shall be made to the State Government within 30 days from the date of receipt of the order regarding final disposal of the appeal. In case of a revision application received out of time, if reasonable and specific reasons are found, the State Government may file such revision application out of time by recording such reasons in writing and condoning the delay.
2. Appeal Application The applicant/organization aggrieved by the decision of the authorized authority for sanctioning a fair price shop may file an appeal application before the Food, Civil Supplies and Consumer Affairs Department of the State Government within 30 days of the decision of the authorized authority approving the fair price shop.

The state government has been implementing this Act since March, 1980.
