Eligibility criteria for identification of 'Priority Households'(PHH) in rural and urban areas are as follows

Rural Area:- 

(a) The family which has any one or more out of the following shall be excluded for food security that means all household which are in Socio Economic Caste Census-2011 other than families excluded shall be recognized as “Priority Households”

  • lise_iconFamily which has mechanically propelled 4 wheeler vehicle or mechanical fishing boat.
  • lise_iconFamily whose any member is a government servant(except a person working as Class-IV employee on outsourcing basis with any concerned office including Government office, Board, Corporation, other government agencies, local self-government bodies).
  • lise_icon If any member of the family has a monthly income of more than Rs.20,000/- or Annual Income of Family is more than Rs.2,40,000/-.
  • lise_icon Family whose member is paying Income Tax or Business tax
  • lise_icon Family holding 5 acres or more irrigated land harvesting crops in two or more seasons.
  • lise_icon Family holding 7.5 acres or more land with source of irrigation.

(b) Inclusion criteria for food security :

A family where all adult earning members are disabled, seriously ill or above 60 years of age, shall be included, even if those families are otherwise eligible to be "excluded" on account of any of the above (a) criteria

Urban Area:- 

Family having deprivation/insecurity of any of the following shall be included for food security.

(a)  Housing insecurity   :-

  • lise_icon Family which has no house.
  • lise_iconFamily which has house of wall and roof of plastic or polythene.
  • lise_icon Family which has wall of grass straw, bamboo, dung, row brick or wooden wall and one room or house less than that having roof of grass-straw, bamboo dung or wood.

(b)   Occupational Insecurity  :-

  • lise_iconFamily which has no income from any source.
  • lise_iconFamily whose any member (including child) engaged in activities of begging, rag pickers, domestic servant (who have been paid remuneration) and engaged in the work of sweeper or gardener.
  • lise_icon Family whose all adult earning members are daily wagers or getting irregular remuneration.
  • lise_iconDrivers having three-wheel mechanical vehicles (autorickshaw/Chhakdo/Mini tempo) (having monthly income less than Rs.20,000/-)
  • lise_icon If any member of the family has a monthly income of less than Rs. 20,000/- or Annual Income of Family is less than Rs.2,40,000/- .

(c)  Social insecurity :-

  • lise_iconFamily whose head is a minor, means no member of the family is 18 years of age or more than that.
  • lise_iconFamily which has no physically fit person of 18 to 60 years of age that means all members of family of 18 to 60 years of age are disabled or seriously ill.
  • lise_iconFamily whose all earning adult members are disabled, seriously ill or of more than 60 years of age.
More and the above criteria, following persons of rural and urban areas shall be included as “Priority Households” under NFSA without taking into consideration their income.
  • lise_icon 3.1   Divyang beneficiaries registered with the Director, Social Justice under Department of Social Justice and Empowerment, Government of Gujarat and similarly all such Divyang beneficiaries staying at the institutions recognized by the Director, Social Justice shall be issued individual NFSA cards under this Act. Administrators of such Government recognized institutions can be nominated as Guardian of the Divyang beneficiaries for getting food grains (wheat, rice) as per rules under this Scheme.
  • lise_icon 3.2   Old Age Pensioner registered with Director, Social Justice under Department of Social Justice and Empowerment, Government of Gujarat and similarly, those Old Age persons living in the institutions recognized by the Director, Social Justice shall be issued individual NFSA cards under this Act. Administrators of such Government recognized institutions can be nominated as Guardian of such Old Age Pensioner for getting food grains (wheat, rice) as per rules under this Scheme.
  • lise_icon3.3   Ganga Swarupa (Widow) Pensioner registered with the Department of Women and Child Development, Government of Gujarat and similarly, those Ganga Swarupa (Widow) living in the institutions recognized by the Government shall be issued individual NFSA cards under this Act. Administrators of such Government recognized institutions can be nominated as Guardian of such Ganga Swarupa (Widow) Pensioner for getting food grains (wheat, rice) as per rules under this Scheme.
  • lise_icon3.4   Construction workers registered with the “Gujarat Building & Other Construction Worker's Welfare Board” under the Labour, Skill Development and Employment Department of the State Government shall also be included.
